Cherry Hill Transformation Plan
Redirecting resources and partnerships to an under-served neighborhood to re-attract the Black middle class
The Cherry Hill Development Corporation (CHDC) selected UDA, with Mongalo-Winston Consulting and RCLCO, to lead a community process to develop a 15-year Transformation Plan for the neighborhood. The plan addresses stabilization, anti-displacement, equity, homeownership, mixed-income housing, and incremental development strategies. The community engagement process brought hundreds of stakeholders together to generate and test ideas and make decisions. A 14-member Steering Committee with seven elected members met monthly to guide the plan.
In April 2020, the Baltimore Planning Commission voted to make the Cherry Hill Transformation Plan the officially accepted plan for the neighborhood. CHDC is working to become a Purpose Built Community, renovating 5 vacant houses for affordable homeownership, and acquiring land to build mixed-income rental housing.
