18th Street Master Plan

Improving vitality and quality of life through economic development

In the spring of 2019, UDA partnered with One West, a CDC that focuses on vibrancy and quality of life in West Louisville through economic development, to create a plan that would bring small scale but influential development to the Russell Neighborhood. The plan engaged the community through a similar process to the one proposed for Cherry Hill. We built on footholds and successes in the neighborhood, such as a kitchen incubator that helped several small food-related businesses start. The plan developed an initiative to renovate several vacant shotgun houses on the 18th street corridor as restaurant incubators with outdoor dining. This project is currently in implementation.
